Two kittens have been found dumped in a tied-up shopping bag at a South Australian RSPCA shelter when the temperature outside was just 8 degrees Celsius.

The RSPCA said a rescue officer found the kittens by chance as she was leaving the Lonsdale shelter via the employees' access gate at 7:15pm on Wednesday.
